A decentralization reform is one of the most successful reforms opening up opportunities for improving quality of people's lives

The decentralization reform that was launched 3 years ago on the initiative of Prime Minister of Ukraine Volodymyr Groysman has proved to be one of the most significant reform in the country. As a result the local budgets have obtained the sum worth dozens billions hryvnyas in revenues. This was stated by Prime Minister Ukraine Volodymyr Groysman on air of the Ukraine television channel on Sunday.

"I am proud to have direct relevance to the aforesaid reform, which was started in 2014 when I had joined the first Government of Arseniy Yatsenyuk after the Revolution of Dignity. I came to embark on this reform .This is perhaps the only highly beneficial reform that yields result and have positive impact on a healthcare reform, in particular", underlined the Prime Minister.

Volodymyr Groysman noted that due to the decentralization process local budgets possessed dozens billions hryvnyas in revenues. Hence, local budget funds should be directed to ensure a better quality of life of citizens, he accentuated.

In the framework of the reform, the Government engages in the change of system of financing the healthcare sector.We want to invest in a quality medical service instead of financing walls of hospital, explained Volodymyr Groysman.

In fact, this year the Government plans to build 13 cardiac centres, thereby improving access of Ukrainian citizens to quality cardiovascular surgery.

Starting 1 April, there will be launched a process of providing free medicines for chronic patients with heart diseases, bronchial asthma and diabetes type II.

The Head of the Government stressed a medical insurance component proves its extreme importance for citizens these days.

We offer an initiative: we wont impose additional taxes on Ukrainians. We can change the system of funding and direct the resource to provide insurance for each citizen of Ukraine. It is of utmost importance with regard to the quality of services, he noted.

I want to ensure welfare of the Ukrainian citizens, but we can achieve that only through hard system work, summed up the Prime Minister.
