Prime Minister urges to develop national airport infrastructure and transit air operations maintaining proper quality service and high safety level

Prime Minister of Ukraine Volodymyr Groysman commissioned the Ministry of Infrastructure to complete shortly the work on the development of a strategy for the development of passenger conveyance and Ukrainian airports that which would promote the development of regional aviation hubs and reinforcement of competition in the market. The Head of Government gave the relevant commission during a meeting on development of the market of aviation passenger transportation with the participation of line Government representatives, leaders of the country's major airports, air carriers and experts.

"We need a professional, high-quality air transport development strategy, the strategy for the development of our airports - both having international status and the internal ones. This is the first challenge for Ministry of Infrastructure to tackle, and the strategy should be drafted as soon as possible. Each airport must understand its place, purpose and the way to achieve the goal, stressed Volodymyr Groysman. Aftermath, we should consider the mechanisms to encourage competition in the transportation market to avoid discrimination, and to ensure our air carrier be efficient, competitive in terms of prices.

At the same time, the Head of Government stressed that local authorities, which as a result of the decentralization reform possess the appropriate financial resources, which could be allocated for these purposes, should also be involved in the development of the airports.

During the meeting, the parties agreed to draft and discuss the strategy in September. Apart from issues of development of airport infrastructure - in particular, the airports of Lviv, Kherson, Odessa, Vinnytsya, Zaporizhzhya, the document as expected would stipulate for the ways to support national airline companies, but preventing the possibility of creating any market monopolies, as well as to renew the fleet and use low-cost operation model. A separate issue is flight safety. If a person steps aboard Ukrainian airline's plane, security should be guaranteed, urges the Head of Government. "Therefore, it is crucial that these requirements be more strict", Volodymyr Groysman accentuated.

He noted that Ukraine could become a regional leader in air operations, and this will be facilitated by positive trends already observed due to the growth of passenger traffic at the major airports in the country - Boryspil and Kyiv.

Aiming to coordinate the actions of the authorities on this issue, Volodymyr Groysman gave a commission to establish a special working group on the development of the airline industry chaired by Vice Prime Minister of Ukraine Volodymyr Kystion. "We must coordinate all efforts of all authorities to develop Ukrainian airport network, to develop our country as a transit country for air conveyance, to develop internal air operations among our airports within the country while ensuring a high degree of safety of air transportation and service", the Head of Government summed up.
