Olexandr Saienko: Gov't brings to bear a new coordination mechanism to speed up privatization

At the first meeting of the renewed Working Group on Privatization chaired by Minister of the Cabinet of Ministers of Ukraine, Head of the Reform Office of the CMU Olexandr Saienko there was agreed to form the main selection criteria and update a list of the key enterprises subject for privatization in 2018 by the next meeting. The Ministry of Economic Development and Trade, the State Property Fund, with the support of the Strategic Advisory Group for Supporting Ukrainian Reform (SAGSUR) and international experts, will engage in the development of the criteria and the preparation of the above list.

The participants of the Working Group stressed that it was necessary to ensure:

• accelerating the placement of state-owned enterprises subject to privatization under the management of the State Property Fund through carrying out regular working meetings on the basis of the Secretariat of the Cabinet of Ministers with the involvement of the Ministry of Justice of Ukraine, the State Property Fund and concerned ministries;

• elaborating the necessary regulatory framework for the implementation of the new privatization law and consider it at a special meeting of the Government in April this year.

"We have a chance to launch an effective and transparent privatization process. We need concrete results. The new law allows for the introduction of new procedures, now the question of implementation came up. The challenge for our Group is to kick start the process of privatization", Olexandr Saienko emphasized.

The Working Group was renewed to raise efficiency in coordinating the authorities, preparing recommendations and proposals to the decisions of the Cabinet of Ministers on privatization and terms of sale of state-owned objects subject to privatization, leveraging of international financial and technical assistance in the process of preparation for privatization and putting the objects up for sale; conducting analysis of the main problems hampering transparent and competitive privatization.

Apart from representatives of the Secretariat of the Cabinet of Ministers, ministries and the State Property Fund, the Working Group was joined by representatives of the CMU Reform Office, the SAGSUR, the World Bank, the European Bank for Reconstruction and Development, the International Monetary Fund, the International Finance Corporation, the United States Agency for International Development (USAID), the Delegation of the European Union to Ukraine.
